Story : Through Kaiji's persistence, the chairman finally accepts his challenge but Kaiji must find a way to get the chairman to accept the idea of a "Tissue Box Raffle". Kaiji's plan seems to be going smoothly but then the chairman decides to lay out three conditions that must be followed.
